The Truce Index will document the effects of the Olympic Truce for the safe passage and participation of all during the Olympic Games.

The Truce Index is centuries overdue.

The Truce Index will track in real-time armed conflicts and humanitarian corridors during the Truce period 23 January through 29 March 2026. It does so in support of the Olympic Truce for the XXV Winter Olympic Games adopted at the United Nations on 19 November 2025. 

The Truce Index will hold UN Member States to their word. It will uphold humanitarian principles during the world’s largest celebration of humanity – the Olympic Games.

The Truce Index transforms the Olympic Truce from a symbolic resolution into a living accountability mechanism available online and in real-time.

The Truce Index

  • Provides accountability: Asks “Is the observance of the Olympic Truce being upheld in practice?”

  • Analysts: Curate and verify incidents of armed conflict, aggression, and humanitarian corridor blockages.

  • Time‑Bound Monitoring: Two weeks before the Olympic Games through two weeks after the Paralympics.

3. Reporting Channels of Truce Index Findings

  • Public & Media:

    • Accessible website with maps, infographics, and incident logs.

    • Press releases highlighting compliance and violations during the Truce period.

  • NGOs & Humanitarian Actors:

    • Real‑time alerts on humanitarian corridor needs.

    • Dashboards for field partners to prioritize aid delivery.

  • UN Member States:

    • Regular briefs to the UN General Assembly and relevant committees.

    • Global monitoring and country‑specific snapshots showing whether states are upholding their own Truce commitments.

4. Accountability Mechanisms

  • Scorecards: Each UN member state receives a compliance scorecard based on observed actions during the Truce.

  • Comparative Indexing: Countries are benchmarked against their Truce commitments, creating peer accountability.

  • Documentation: Incidents are logged with sources, timestamps, and verification notes to ensure transparency.

5. Evaluation & Oversight of the Truce Index Itself

  • Independent Audit: Annual review of methodology and reporting integrity.

  • Advisory Council: Representatives from academia, NGOs, and former UN officials provide oversight.

  • Public Transparency: All reports archived and accessible for future reference.

6. Impact of the Truce Index
